Activity Restrictions to be Raised to Level 3 (Maximum Restrictions)

To all students, faculty and staff of the University of Tokyo: In response to the Japanese government’s move on April 6 to declare a state of emergency and the emergency measures taken by Tokyo Metropolitan Government, the University of Tokyo will impose maximum restrictions on campus activities to contain the spread of COVID-19. Specifically, based on “The University of Tokyo Activity Restrictions Index for Preventing the Spread of Coronavirus Disease 2019,” released on April 3, the university is raising its level to 3 as of April 8 (“maximum restrictions”). Level 3 indicates:
  1. For research activities, only the following research staff (depending on circumstances, this may also apply to graduate students and researchers) are permitted to enter their laboratories. Working alone in a laboratory is strictly prohibited.
    • (1)Research staff who are currently conducting long-term experiments that would experience a significant loss to their research if stopped,
    • (2)Research staff who are in involved with finishing or stopping experiments in progress, and
    • (3)Research staff who will enter the laboratories briefly to take care of living organisms, replenish liquid nitrogen, conduct maintenance to preserve research materials such as repairing freezers, or conduct server maintenance.
  2. Only gates with guards present will remain open. Entrants must both show their ID and record their purpose of coming to campus in a ledger.
  3. Meetings are continued to be done through videoconferencing only.
  4. Instructions will continue to be offered online.
  5. Prohibition on students’ extracurricular activities are continued.
  Please strictly follow these measures, as they are indispensable for protecting the health and safety of the members of the University of Tokyo community and the larger society. Additionally, please note that the government’s declaration of emergency as well as Tokyo’s emergency measures urges you not only to restrict your actions on campus but also act responsibly in your everyday life.

Due to the increased daily number of new infections of the COVID-19 disease, the University of Tokyo should impose a more strict restriction; level 2 of the University of Tokyo Activity Restrictions Index for Preventing the Spread of Novel Coronavirus Disease. Note that it indicates, “For research activities, only the minimum number of laboratory staff necessary are permitted to enter the laboratories in order to continue experiments and research in progress. The staff members entering the laboratories should reduce the amount of time they stay on-site, and other staff members should work from home. Conducting experiments or other types of work alone in a laboratory is extremely dangerous and is thus strictly prohibited.” Thus, please stay at your home for both attending the online course and performing daily research.
